Fairness has many forms when it comes to taxes /permits levied on the lowest rung of the ladder with no place to pass it on. For most businesses extra cost incurred only hurt for the duration of present inventory. For agriculture added accounting to satisfy further processing (ISO) qualifications amount to all the cost (tax) being born by the primary producer for the value added advantage.

The tire initiative was government backed and if the companies involved assigned a little too much wage to the CEO maybe that is where the accounting should start.

There have been far too many downloads to the lower end of the ladder without expecting there is be some adjustment to the rungs farther up. On most ladders all upper rungs are based on the bottom Be careful the over-weight up above does not cause a rebellion on the lower rungs.
